Russia bombs Ukraine as a tool of terror and cutting power. Ukraine wants to use American missiles for Russia, but America is not allowing it. Financial help has been given, but not so much on weapons. While Britain and France allow the usage of their military technology, Germany and USA do not. America claims that bombs of Russia are out of ATACM range. That is untrue for other military targets. Biden also claims missiles are short in supply. That is not true for ATACMs. America worries of military escalation, such as Russia providing weapons to the Middle East. This awards the recklessness of Putin and brings division in the EU. This would negatively impact the peace talks, as it would like the West does not back Ukraine enough.
